The theme of this 2nd international conference is "The capacity of thestate to achieve inclusive cities". Cities are defined as urban environments that provide opportunities for all residents to participate fully in the economic, social, and cultural life. Inclusive cities should be designed and managed to allow all residents to participate fully in the city's economic, social, and cultural life, regardless of their socio-economic background, gender, race, religion, or other characteristics. This requires a holistic approach to consider the needs and perspectives of all residents, and address many factors that drive socialexclusion and inequality
